Keith Mozee

Keith Mozee is a Veteran of the U.S. ARMY and received a Bachelor of Arts Degree in Urban Studies and Planning from California State University Northridge. He also serves as an adjunct professor at LATTC and is a longtime member of the American Public Works Association (APWA).Under his direction, the city has received many awards for pavement preservation and recycling. Keith entered city service in 1989, has worked and overseen several Bureau divisions, and became Assistant Director in 2016. Keith has oversight of the largest pavement preservation program in the nation, spanning over 23,000 lane miles. He interacts with city and non-city agencies to coordinate construction activities on the city's network of streets including over 200 utility companies. Keith is also responsible for the Bureau's Emergency Operations/Emergency Response and is leading the Bureau's efforts to provide Angelenos with employment opportunities, including those who may face barriers to employment.

Greg Spotts

Greg oversees three constituent-facing divisions that respond to more than 135,000 service requests annually. The 500 staff under his oversight handle functions including pothole repair, motor sweeping, tree trimming, and the enforcement of laws pertaining to use of streets and sidewalks. Passionate about technology and innovation, Greg received a Mayoral Innovation Fund grant to equip pothole inspectors with tablets, enabling same-day inspection of thousands of service requests. Greg also serves as the Chief Sustainability Officer for the Bureau, shaping policies supporting active transportation, climate change adaptation, vehicle emissions reductions, and the adoption of sustainable construction practices. Greg has obtained a BA in Political Science from Yale University, and a Masters in Public Policy from UCLA, including a Leadership in Sustainability Certificate.

Farhad Mousavipour

He has 36 years of experience in both public and private sectors including 23 years with City of Los Angeles/department of Public Works, 4 years as Director of Utilities & Engineering/”City Engineer” for the City of Redlands, 4 years as Executive Director of Public Works agency at the City of Santa Ana and 5 years as Managing Director of Developments and Asset Management company. He currently leads the bureau’s Sidewalk program, Design-Build and Engineering divisions. In Capacity of Public Works Director for 8 years, he presided over multiple programs including water, wastewater, solid waste, transportation, traffic, land developments, engineering, permits, urban forestry, maintenance, design and construction, streetcar, light rail, regional train station, fiber optics utility enterprise and other public works infrastructure and administrative programs. As Managing Director in private sector, he was accountable for implementation of commercial developments in western US and Central America, syndications and investor relations. He is Registered Professional Civil Engineer (PE) in the State of California, Project Management Professional (PMP) from Project Management Institute and LEED-AP professional from Green Building Institute. He holds a Bachelor and Masters of Science degrees in Civil Engineering as well as Masters degree in Applied Mathematics from University of Southern California.

Stephanie Clements

Stephanie has worked for the City of Los Angeles for more than 22 years, working in various city departments including the CAO's Office and the Department of General Services, and has served as the Assistant Director of StreetsLA since 2017. She has extensive experience in all aspects of city administration and currently manages StreetsLA financial and administrative programs, including contracting, human resources, and risk management. Stephanie has a Bachelor of Arts degree in both Economics and Political Science from UC Santa Barbara and a Master of Arts in Public Administration from USC. Stephanie is proud of her Los Angeles roots and is committed to making StreetsLA the best run department in the city!

Operations

Emergency Operations Section

The Emergency Operations Section develops emergency plans, implements employee response training programs, and complies with National, Federal, State, and local requirements.

In the event of an emergency, all Street Services Divisions become an integral part of the emergency response.

Engineering Services Division

The Engineering Division of the Bureau of Street Services provides design, project management and construction management services for bikeway, streetscape, and various street improvement projects constructed by the Bureau of Street Services. Another major responsibility is to secure available Federal and State grant monies that help fund many of these projects through programs such as the MTA Call for Projects and Caltrans' Safe Routes to Schools Program.

Investigation & Enforcement Division

The Investigation and Enforcement Division works closely with the various communities of Los Angeles by assigning a supervisory Investigator to each section of the city and an Investigator to smaller Districts to provide focused municipal enforcement.

Street Renewal Division

The Street Renewal Division's (formerly known as the Resurfacing and Reconstruction Division) mission is to maintain all improved streets, alleys, and related throughways in perpetually good to excellent condition while providing desirable standards of safety, appearance, and convenience for residents and the traveling public within our jurisdiction. We have a street network comprised of 28,000 lane miles of streets, and 800 miles of alleys. The City of Los Angeles has the largest municipal street system in the nation.

Street Maintenance Division

The Street Maintenance Division provides some of the most basic, yet essential services the Bureau has to offer. The Division is committed to the cleaning and maintenance of 6,500 centerline miles of dedicated public thoroughfares (28,000 lane miles) and 800 centerline miles of alleys in an area exceeding 466 square miles. The Division performs street sweeping to 856 Restricted Parking Routes as well as to 390 Non Posted Routes. Some of the maintenance functions performed range from pothole repair to cleaning of the roadway after a special event. The head of the Street Maintenance Division is Mark Simon.

Urban Forestry Division

The Urban Forestry Division manages trees and plants contained in the public right-of-way, including approximately 700,000 street trees and several million square feet of landscaped median islands. The Division also has authority over certain native tree species on private property that are protected by the City of Los Angeles.

Division crews are focused on emergency tree work, while contractors hired by the division provide most of the proactive tree trimming and also maintain landscaped median islands.

Administration Division

The Administration Division is responsible for the Bureau-wide administrative functions of human resources, contract administration, training coordination and board report processing. The Division also assists with providing various general and miscellaneous administrative activities that are required to support and maintain operations within the Bureau.

Financial Management Division

The Bureau of Street Services’ Financial Management Division (FMD) manages all of the Bureau’s finances and is responsible for the fiscal solvency and administration of (8) eight Bureau Budgetary Programs and a $180+ million budget with multiple special funds. FMD plans, develops, implements and monitors the Annual Budget, as well as handling interim fiscal changes, mandates, and Council actions throughout the year.

FMD's many functions include Budget, Financial Administration, Special Funds Billing and Revenue Management, CIEP Administration/Grants Management, Audit Compliance, Fiscal Systems Management and Cost Accounting, Procurement and Accounts Payable, and Payroll and Timekeeping.

Information Technology Section

The Information Technology Section (ITS) is responsible for providing modern infrastructure and strategic application solutions that modernize and transform the way the Bureau of Street Services delivers services to City Angelinos, as the Bureau strives to provide world-class Street Services.

Methods & Standards Division

The Methods and Standards Division (MSD) is primarily responsible for: (1) Presiding over the monthly StreetStat meeting where performance metrics are used to evaluate key staff deliverables in the Street Maintenance Division, Urban Forestry Division, Investigation and Enforcement Division and the Pavement Preservation Program; (2) A uniform social media interaction; and (3) Resolving public questions and inquiries at the Level 2 Help Desk. Using the Comstat approach pioneered by LAPD, StreetsLA is using data and performance measures to optimize work force allocation and prioritize service deliveries, while maintaining a consistent message along the public-facing platforms and using these interactions to inform and drive an adaptive-approach to service deliveries by StreetsLA.

The Methods and Standards Division (MSD) is responsible for conducting monthly meetings where staff performances are evaluated, and where improvements are identified and implemented. In addition, MSD provides a point of contact between Angelenos and StreetsLA through both social media and direct telephone contact, responding to questions and concerns as they arise.

Pavement Management Section

Pavement Management Section is responsible for inventorying the city’s street assets, identifying pavement condition using a methodology called the pavement condition index (PCI), and recommending rehabilitation strategies to preserve and improve the overall conditions of the city streets.

We manage this by utilizing a Pavement Management System called Micro Paver to optimize the street network on a limited budget, define the most appropriate type of pavement preservation work, and to ensure that the maintenance and rehabilitation work is performed with cost-effective repair strategy and at the proper time.

Risk Management & Safety Section

The Risk Management & Safety Section (RMSS) administers the civil litigation, claims, occupational health & safety, environmental compliance, facilities maintenance, workers' compensation, disability and return to work programs. Our goal is to ensure the well-being and safety of our employees and communities by complying with all applicable safety and environmental laws, advocating for and managing the disability benefits of our employees and facilitating all loss control and prevention activities affecting the Bureau.

Fulfilling these duties takes on many shapes and forms, from representation at City Council hearings and budget meetings to safety inspections and maintenance of critical infrastructure. The RMSS Team is comprised of dedicated support staff, professionals and subject matter experts with specialized education, training and skills.
